Technological progress, like almost any human endeavour, is a social activity. will be the standard for reading, publishing and the exchange of information for all governmental organisations. The deadline is January 2009. It has reports from 2001 indicating the benefits and yet it has failed to follow its own recommendations and continues to engage in proprietary lock in with major corporations."&lt;br /&gt;&lt;br /&gt;Advert&lt;br /&gt;&lt;br /&gt;"The government announced and re-announced these plans years ago to great fanfare.
